Congress cadres in Jubilee Hills highlight ongoing GHMC and water board projects worth ₹126 crore, boosting the ruling party’s prospects in the by-election.
Hyderabad, November 7, 2025 — Development works worth several crores of rupees across the Jubilee Hills Assembly constituency — including Yousufguda, Rahmathnagar, Borabanda, Erragadda, and Shaikpet divisions — are emerging as the Congress party’s strongest campaign talking point ahead of the crucial bypoll on November 11.
According to officials, the Greater Hyderabad Municipal Corporation (GHMC) has already undertaken projects worth ₹108 crore, while the Hyderabad Metropolitan Water Supply and Sewerage Board (HMWS&SB) has completed works valued at ₹18 crore. Several other projects are in the tendering and planning stages, with total estimates running into hundreds of crores.
Congress Leverages Development as Campaign Driver
On the ground, Congress cadres are actively promoting these initiatives as visible signs of governance under Chief Minister A. Revanth Reddy, asserting that the works will significantly improve living standards in the densely populated urban constituency.
During door-to-door campaigns in Borabanda and Rahmathnagar, party workers explained to residents that strengthening stormwater drains would mitigate flooding during monsoons, while pipeline repairs and replacements would address sewage overflows and water shortages.
“People have waited years for basic amenities. These works show that the Congress is serious about improving civic infrastructure,” said Rafiq Ahmed, a local shopkeeper in Vengal Rao Nagar.
Residents also said that Chief Minister Revanth Reddy’s recent visit to the constituency had boosted confidence that unresolved civic issues — especially flooding and drainage — would now be addressed on priority.
Naveen Yadav’s Local Connect Strengthens Congress Pitch
Congress candidate Naveen Yadav, who hails from Yousufguda, appears to enjoy a strong rapport with residents across divisions. Locals in Shaikpet, Erragadda, and Vengal Rao Nagar described him as approachable and grounded.
“He is available, accessible, and just a call away,” said Srinivas Rao, a resident of Karmika Nagar. An elderly voter from Borabanda recalled knowing Yadav “since his childhood,” saying his personal connect could translate into a decisive advantage for the Congress.
Rivals Step Up Counteroffensive
Meanwhile, the Bharat Rashtra Samithi (BRS) has intensified its campaign, with party MLAs touring the constituency to highlight development projects initiated during their previous tenure.
BRS leaders have accused the Congress of “taking credit for incomplete works” started under the former Maganti Gopinath-led administration.
The Bharatiya Janata Party (BJP), too, has ramped up its door-to-door campaign, focusing on the party’s achievements at both the state and national levels, including infrastructure projects and welfare schemes.
However, analysts believe the development narrative may give the Congress a psychological edge, particularly in urban segments where voters are visibly responding to tangible improvements in civic infrastructure.
A Crucial Contest
The Jubilee Hills bypoll, scheduled for November 11, was necessitated following the death of former BRS MLA Maganti Gopinath. Counting will take place on November 14.
With both the BRS and BJP struggling to counter the Congress’ localised development pitch, the ruling party is hoping to secure a breakthrough in the Greater Hyderabad area — a region where it had failed to win any seats in the 2023 Telangana Assembly elections.
